Kerala and Himachal Pradesh

There are holidays in Uttarakhand from November 1 to November 3, but no special holiday has been given for Diwali. Only November 1st holiday has been declared for Diwali in the schools here.
Jammu and Kashmir
There is no Diwali holiday even in hilly areas like Jammu and Kashmir. Here people give priority to their local traditions and festivals. Although people here sometimes celebrate the festival of Diwali, it is not generally recognized as a government holiday.
Meghalaya and Arunachal Pradesh
Other festivals have more importance in Meghalaya and Arunachal Pradesh. Local tribal cultures have their own characteristics in the high hilly areas of Meghalaya, where other festivals are given priority over Diwali.
